We expect the Istanbul fork for Kovan to occur as scheduled at block 14111141, which we estimate to happen near 2019-10-13 1000 UTC. Infura backend systems for Kovan are already upgraded and prepared for the Istanbul release, but as with any fork we will monitor our systems around the time of the fork for any potential issues.
