Degraded performance on pending block RPCs

We have noticed degraded performance on some RPCs targeting the pending block starting around 14:30 UTC. The issue appeared to be due to internal peering issues which caused nodes to be out of sync. The situation was resolved around 14:50 UTC, but we are continuing to monitor and we will put in place measures to help reduce the impact of similar issues in the future.
